The Baxi Partnership Trust was founded by Philip Baxendale in 1983. In the year 2000 the Trust Deed was revised and strengthened through an Act of Parliament, the Baxi Partnership Limited Trusts Act 2000. In the process of formulating the Act, the lawyers consulted Philip Baxendale, and the Act itself requires future trustees to consider the wishes of the founder.
The Trustees have the task of ensuring that the activities of BPL are carried out in accordance with the Trust. The main purpose of the Trust is to benefit employees and future employees and how this is achieved is set out in Clause 2 of the Act:
